In accordance with Article 2 Price Adjustment Measures of Huachuan Group Steam Supply Pricing Plan attached to Minutes of the Negotiation Meeting on Steam Supply Pricing for the Yinan District Heating Project dated March 9, 2016: for every RMB 30 per ton increase or decrease in coal price, the heating price shall be subject to a corresponding RMB 5 per ton increase or decrease; no adjustment shall be made if the coal price change is less than RMB 30 per ton.
Taking into account the heating costs such as integrated pipeline capacity and heat loss, as well as the heating demand of steam consumers, the steam price will now be uniformly reduced by RMB 5 per ton on the basis of the price adjustment notice issued on November 7, 2025, with the benchmark price set at around RMB 810 per ton (tax-inclusive) for standard coal with a calorific value of 5,000 kcal/kg.
The specific tiered prices are as follows (total heat loss shall be borne by Huachuan Group):

Note: 1.This price adjustment notice shall take effect at 8:00 a.m. on January 25, 2026.
2.All district heating users shall implement the price scheme specified in the above table, with adjustments made in accordance with the coal-steam price linkage mechanism.
3.When the coal price is lower than the benchmark price of RMB 500 per ton, the price difference of RMB 4 per tier for steam consumption above 5,000 tons shall be adjusted to RMB 3.
4.In case the actual monthly heat consumption of the heat consumer is less than 15% of the declared volume, the fee shall be calculated and collected based on 15% of the declared volume.
