According to the "Minutes of the Negotiation Meeting on the Pricing of Steam Supply Prices for the Yinan Centralized Heating Project" attached to the "Steam Supply Pricing Plan of Huachuan Group" on March 9, 2016, the adjustment method is as follows: For every increase or decrease of 30 yuan per ton in coal prices, the heating price will increase or decrease by 5 yuan per ton accordingly. If the price is less than 30 yuan, no adjustment will be made.
Taking into account the heating costs such as pipeline capacity and loss, as well as the heating situation of steam users, the price of 5,000 kcal standard coal, which is around 840 yuan per ton (including tax), will be raised by 5 yuan per ton on the basis of the price adjustment notice on August 8, 2025.
The specific price tiers are as follows (the total loss is borne by Huachuan Group) :

Note: 1. This price adjustment notice will come into effect at 8 a.m. on November 25, 2025.
2. All centralized heating users shall implement the price plan in the above table, and at the same time, adjustments shall be made in accordance with the coal-steam interlocking mechanism.
3. When the coal price is lower than the benchmark price of 500 yuan per ton, the price difference of 4 yuan per tier for steam consumption over 5,000 tons will be changed to 3 yuan.
4. If the heat consumption of the heat user is less than 15% of the declared amount per month, it will be charged at 15%.
